The following is the text of the resolution supporting Measure 49:

Ballot Recommendation
Supporting Measure 49
WHEREAS, Measure 49 improves protections for farm, forestland and groundwater supplies by restricting rural subdivisions, industrial and commercial development;
WHEREAS Measure 37 was a flawed effort to increase family rights to build on & divide their properties for their families without providing for clear transferability of claims nor for spousal ownership rules and using non-standard legal and market-based language;
WHEREAS Measure 49 better protects neighbors and neighboring businesses from inappropriate development and reduces taxpayer costs to provide infrastructure and services distant from existing community support;
Yamhill County Democratic Central Committee DETERMINES, Measure 49 better balances strong landowner rights with effective community land-use controls;
NOW, THEREFORE, the Yamhill County Democratic Central Committee:
Supports passage of Measure 49 in the November 2007 election; and
Urges all Yamhill County Democrats to actively support and work for the passage of this measure.
